Wholesale electricity markets play an important role in guiding the operating, planning, and investment decisions of asset owners and developers. Adoption of DLR influences the performance of electricity markets, impacting the profitability or viability of specific generation sources. While the impact of DLR schemes on different generation technologies cannot be generalized, there are instances where specific sources can be advantaged or disadvantaged. Additional demonstrations and pilot studies can provide utilities and other stakeholders with increased confidence in DLR methods and systems, reduce technology risk and uncertainty, and help ascertain the value of ancillary benefits such as improved situational awareness.
Generation dispatch can optimize the control of generation units. Furthermore, studies have indicated Dynamic Line ratings can significantly reduce curtailment of distributed renewable generation. It is important for these applications that operators have full visibility of the line at all times. The limiting span or factor maybe an unexpected section or far from the line connecting the generation units. For this reason, it is beneficial to implement a scalable and accurate DLR solution.
Maintenance of transmission lines can require planned outages whereby, for a period, a higher-than-usual amount of power will be routed through other lines. For these periods of planned outages, it would be useful to monitor very closely the compensating lines using Dynamic Line Ratings. In addition, forecasted dynamic line ratings would be useful to help inform the maintenance planning on whether to postpone the outage based on more higher dynamic line rating conditions.
DLR applied to emergency situations requires a dedicated effort to ensure the system is providing accurate real-time information. Transmission operators have limited time to make complex decisions and need intuitive information, especially in emergency situations. Therefore, forecasted dynamic line ratings should be especially tailored for emergency applications.
